2025 Annual Subscribers Meeting

Meetings of the Peace Church Subscribers were conducted at the Boulders Resort in Scottsdale, AZ December 3-6, 2024.  New Subscribers were recognized within each program and Committees welcomed new representatives. 

This year marks the 20th Anniversary of the formation of the Peace Church Risk Retention Group (PCRRG).  Jane Mack, President/CEO, FSA, and Phil Leaman, President/CEO, Resource Partners, offered reflections on this achievement noting that despite all the changes that have taken place over 20-year history of the group, the core values of community, stewardship, peace, ethics & integrity, and equality remain strong.  These same principles are essential for the continued success of the program.  Christine Brown, Director of Captive Insurance, Vermont Department of Financial Resources (VT DFR) spoke on the role that captives play in representing nearly 25% of the overall commercial insurance market.  Vermont is a global leader in the captive insurance marketplace with a 43-year history in captives and over 1,300 licensed captives (and growing).  Speaking on the relationship with PCRRG, Ms. Brown offered commentary from VT DFR staff highlighting their confidence in program governance, decision making and operational oversight.  One staff member noted that “Peace Church is one of the best examples of the implementation and successful operation of the risk retention group” model.

The Peace Church Workers Safety Program (PCWSP) supports members with robust claim and risk management processes which are tightly integrated into the fabric of the program.  Presentations from Kevin Paluszak, CEO, Pleasant View, and Brenda Rice, Risk Control Advisor, IMA, heightened member awareness in developing a culture of safety and methods to reframe behaviors in dealing with challenging care.

The Peace Church Health Insurance Program (PCHIP) Subscribers Advisory Committee reached a consensus on the updated 5-year strategic plan, which will be implemented over the next five years.  Representatives from QBE, a longstanding stop-loss partner of PCHIP, delivered a sobering presentation on the escalating costs and trends within the healthcare and stop-loss industries, emphasizing the factors contributing to this upward trajectory.

Attendees received updates on the expanded marketing efforts undertaken over the past twelve months.  These included publication of the Peace Church Sponsored Captive website (www.pscsonline.org), a refresh of program print materials, and expansion of social media penetration.  Future initiatives include development of exclusive member content offerings on the website, expansion of risk management and education offerings, and working with committee members to increase referrals.
